Ed Nashton/the Riddler: A employee at Wayne Enterprises who has been stealing a lot of money from the company with a small gang of thugs, wearing a green suit, a martigras mask, and a bowler hat to conceal his identity. He becomes known as the Riddler in the media due to his habit of leaving a riddle for the police to solve. After robbing Wayne Enterprises he goes and steals from a museum, then scams a series of banks, and when he returns to Wayne Enterprises to go to the R&D department to capture Lucius Fox (believing that he’s been helping Batman) he is captured by Batman and sentenced to life imprisonment, but is declared insane and moved to Arkham Asylum.
Jon Crane/the Scarecrow: Having been freed in the Dark Knight by the Joker, he continued to make a profit in the world of organized crime, mainly by creating various new drugs, many containing large doses of his fear toxin. One was made for the Joker, a laughing gas, like the fear toxin it makes you hallucinate, but with the laughing gas everything seems really silly and funny, rather than horrifying. He sells this gas to Harley Quinn. He also helps her fight off Batman when they are making a deal and he ambushes them. He is later in the movie killed by the Joker when he shoots him with his fear toxin and finds it has little affect on him.
Jim Gordon: He spends most of his time in the movie helping Batman with the solving of the Riddler’s riddles, actually making the nickname for the criminal, and once he is captured by Batman he tries to help him hunt down Harley Quinn, but is shot with the Scarecrow’s fear toxin when he finds both Scarecrow and Quinn before Batman does. He is hospitalized and later recovers to tell Batman who Quinn really is, and manages to prevent a second mass breakout from Arkham Asylum.
Lucius Fox: He is seen working at Wayne Enterprises, and is there when the Riddler’s men first steal from the company. They knock him out and hold him for ransom, but he is released by the Riddler when Batman manages to nearly catch him, as a reward for solving the riddle. He is almost taken hostage again, but Batman prevents it by actually catching the Riddler.
Alfred Pennyworth: He serves as a unofficial counselor to Bruce Wayne whenever he needs it. He helps him sometimes with things he needs as Batman, and actually recommends that he goes and gets a criminal profile from the Joker to help catch the Riddler.
Vicki Vale: Bruce Wayne’s new girlfriend. She helps him get over the loss of Rachel Dawes, and begins to wonder if he leads a double life. When he is very distressed over Lucius Fox being held ransom by the Riddler she discovers that he is Batman. Over the course of the movie the romance builds between the two and at the end they get married.

good idea for the cast of the riddler, totally didn’t think of that. saw knepper on prison break doing a good job as a villain so i thought he needs to be a batman villain.
